CAS Certified Anti-terrorism Specialist The process is that you download the Navy Voucher Request form from Navy COOL https://www.cool.navy.mil , complete the voucher and have your CO sign off on the form and then you submit the completed and signed form to The Navy's Credentials Program Office. After they review your application and once they determine that you are in the Navy and that you are authorized to have the materials and move forward they will email you with your voucher approval.
You then submit the ATAB Waiver Request Form to ATAB at

The Navy's Credentials Program will pay for the certification exam (or exam waiver), and upon certification ATAB will provide the member with additional manuals, publications, as well as over 40 power point training programs developed by ATAB on terrorism and security management response to support members certification and Continuing Education Units.

CMAS Certified Master Anti-terrorism Specialist
The CMAS is for Trainers and individuals that have extensive experience that manage operations and or conduct training. Navy Cool program has negotiated with ATAB for Navy members military experience and training to be accepted for certification as a Certified Master Anti Terrorism Specialist. Navy members who hold the CAS certification and have 5 years civilian law enforcement or Navy experience in the Master at Arms, Gunners Mate, Seals or Intelligence ratings/occupations will qualify for the time waiver. If you are assigned to a counter terror position but do not hold a military rating in one of the above your file will be evaluated on an individual basis.
For a Navy Member to become a CMAS you must be a CAS in good standing and have a minimum of 5 years experience in the field. You will have to submit an example of your management experience and knowledge base through a White Paper, Power Point presentation or Policy Manual, book or other item that you have written. The CMAS's are our first choice when companies contact us in search of Instructors to conduct in house training and or security audits or consulting for their firms.
With the Masters Certification you will receive an expanded DVD with much more response and resource information directed toward the protecting of secured or high risk facilities. The program provides you with power points as well as videos on such topics as how to conduct Vehicle searches as well as the lesson plans for you to utilize while conducting your training. You will also have many manuals and handbooks on terrorism and counter terrorism.

After ATAB has received your application and or request for waiver. The ATAB Board and Certification committee will review your documentation and will approve your waiver or contact you with the procedures for taking the examination. You must submit your voucher request to the Navy Credentialing program. They will then review and when approved they will email you and ATAB a confirmation of approval. They then send your voucher forward for payment. When we receive confirmation from the payment department that you are to be funded we will complete the processing of your application. It normally takes between 2 to 3 weeks for your application to be processed, certificate printed and your package to be shipped depending on your location. You will be receiving a Certification Certificate, Training DVD, and Letters of Acceptance and Certification. Upon being granted certification you will be joining this elite group of responders that are Certified Anti-Terrorism Specialists. ------------------------- ATAB has several additional training opportunities in the near future that will be of value to Navy personnel. We have a series of power points on "Transportation Security" that will address seaport and maritime security as well as air, rail and trucking. A series on "Conducting Security Surveys and Audits" which will cover the skills required to conduct and develop a comprehensive report for a security survey and risk assessment. We are also developing a program on "Confronting a Possible Terrorist". This program is designed to instruct you in the skills needed while interviewing a subject to recognize signs of deception and how to recognize covert or disguised weapons.
